Bug Fixes

-Non-outpost plots are now correctly blocked in The Bazaar.

This was never intended and worldguard failed to prevent them. This is now managed by permissions and is no longer possible. All non-outpost plots in The Bazaar are being removed over the next 24 hours. Ones with minor builds have already been removed. This has opened a LOT of new space in The Bazaar.
